(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。        

(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and promote the employment of persons with disabilities. Implementation shall be in accordance with the Measures for Promoting the Development of Small and Medium-Sized Enterprises through Government Procurement (Cai Ku [2020] No. 46) and the Notice on Further Increasing Support for Small and Medium-Sized Enterprises through Government Procurement (No. 19 [2022]).
       

(c)本项目的特定资格要求：具备建设部颁发的消防设施工程专业承包二级及其以上资质且同时具备电子与智能化工程专业承包二级及其以上资质，项目经理须具备机电工程二级及其以上注册建造师资格。本项目专门面向中小企业采购。        

(c)Specific qualification requirements for this program: It must possess a secondary or higher qualification certificate for fire facility engineering professional contracting issued by the Ministry of Construction, and at the same time possess a secondary or higher qualification certificate for electronic and intelligent engineering professional contracting. The project manager must have a registered constructor qualification of secondary or higher level in mechanical and electrical engineering. This project is specifically procured for small and medium-sized enterprises.

       

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

2、响应人应在投标截止时间前尽早加密上传响应文件，电话通知采购人进行签收，并及时查看采购人在电子采购平台上的签收情况，打印签收回执，以免因临近投标截止时间上传造成采购人无法完成签收的情形。未签收的响应文件视为投标未完成。
