简要规格描述或项目基本概况介绍、用途：2026年继续对收集难、停车难、频次低的不少于700家小型医疗机构医疗废物进行收运。纳入定时定点收集的小型医疗机构名单动态调整，确保新区小型医疗机构医疗废物收集全覆盖，做到“应收尽收，按频次收”。具体详见“第五章采购需求”。
Brief specification description or basic overview of the project: In 2026, we will continue to collect and transport medical waste from no less than 700 small medical institutions facing difficulties in collection and parking, as well as those with low collection frequencies. The list of small medical institutions included in the regular and designated collection will be dynamically adjusted to ensure full coverage of medical waste collection for small medical institutions in the new area, achieving "all waste should be collected, and collected according to frequency". For details, please refer to "Chapter 5 Procurement Requirements".

(b)落实政府采购政策需满足的资格要求：本项目为专门面向中小企业采购的包件，仅限中小企业参加投标。
本项目采购标的所属行业为《中小企业划型标准规定》（工信部联企业〔2011〕300号的附件）中所述的租赁和商务服务业。
投标人提供的服务必须全部由中小企业承接。若投标人对是否能够享受中小企业扶持政策把握不准，因而不能确定是否应参加本项目竞争时，可以向招标代理机构联系人咨询（联系方式见本公告最后）。
(b)Qualification requirements to be met to implement government procurement policies: This project is a package specifically designed for procurement by small and medium-sized enterprises (SMEs), and only SMEs are eligible to participate in the bidding. The industry of the procurement subject of this project falls under the leasing and business services sector as described in the "Regulations on the Classification Standards for Small and Medium-sized Enterprises" (attached to the Ministry of Industry and Information Technology's Joint Circular [2011] No. 300). All services provided by the bidder must be undertaken by SMEs. If the bidder is unsure whether they are eligible for SME support policies and, therefore, cannot determine whether they should participate in the competition for this project, they may consult the contact person of the bidding agency (contact information is provided at the end of this announcement).
(c)本项目的特定资格要求：（1） 参加政府采购活动前三年内（从2023年3月23日至今）未被列入失信被执行人、重大税收违法案件当事人名单或政府采购严重违法失信行为记录名单。
（2） 已按《上海市政府采购供应商信息登记管理办法》的规定完成登记入库手续。
（3） 法人的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的对该投标活动承担全部直接责任的明确承诺（银行、保险等分支机构的登记注册由行业主管部门事前审批并颁发经营许可，应提供经营许可证，无需再提供法人出具的承诺函）。
(c)Specific qualification requirements for this program: (1) Within the three years prior to participating in government procurement activities (from March 23, 2023 to the present), the entity has not been included in the list of dishonesty and defaulting persons, parties involved in major tax violation cases, or the list of records of serious illegal and dishonest behavior in government procurement. (2) The entity has completed the registration and inclusion procedures in accordance with the provisions of the "Administrative Measures for the Registration of Information of Government Procurement Suppliers in Shanghai". (3) For other details, please refer to the Chinese announcement.

This bidding adheres to domestic product standards, government policies mandating or prioritizing the procurement of energy-saving and environmentally labeled products, policies promoting small and micro enterprises, policies facilitating employment for the disabled, policies supporting prisons and drug rehabilitation enterprises, policies aiding underdeveloped regions and ethnic minority areas, and policies supporting scientific progress.
